""We don't need nudity in this town for anything," said former city commissioner Harry Bethel. "Parents have had children exposed to the nudity and they don't appreciate it."



If Key West police spent one Fantasy Fest enforcing the local laws and citing offenders, the city would see a huge difference, Bethel said.



Locals who never attend the event would come downtown, Bethel said, and possibly other tourists who stopped attending due to the more vulgar displays.



Key West already has a nudity law on the books, prohibiting anyone from displaying their nether regions -- whether they are body painted or not -- and restricting women's painted breasts to the "Fantasy Zone" on a piece of Duval and Whitehead streets.



"All we have to do is enforce the laws," Bethel told commissioners. "You're not going to lose anything. You're going to possibly gain.""
