"On Oct. 28 commissioners voted 4-1 to table a package of three proposed ordinances that would regulate how adult businesses could operate, restrict public nudity and designate 28 sites clustered together in the south Middleburg area, front of Green Cove Springs, near Keystone Heights and near the Clay-Bradford County line where such establishments could set up shop."
