"Detectives believes that Kolp had been taking photos of boys for more than 30 years, starting with a Polaroid camera and then moving on to digital cameras. According to police, Kolp would befriend the boys or their families. He would take the boys water skiing on his boat on the Ohio River and have them change their clothes. While they were changing, Kolp would then have the boys pose naked while he photographed them. He also had some boys pose nude in his basement for photographs, detectives said.
Petricini said the boys ranged from 6 to 21 years old. He said the oldest victim would have been 16 years old at the time of the photograph.
“None of the victims are saying that he touched them or was physical with them in any way, just photographs,” Petricini said. “Nothing in the investigation would leave me to believe that he was selling (the photo) or giving it out.”"
